This part of the project is one of the stages that's most gratifying because you get to see tangible results. You've lived through the digging and prep and now you see your addition start to take shape.

At this point there still wasn't any roof on the structure so the big blue tarp was needed to protect the inside from the elements.Finally the insulation and vapor barriers were added, making the addition part of the house and fully weatherproof. We went with standard fiberglass batt insulation in the walls and blown insulation in the ceiling. We considered other options like sprayed foam but decided against it based mainly on cost reasons.

Architects Eager to Help Devastated Japan today

On March 30, architect Hisaya Sugiyama, head of Japan's chapter of the American Institute of Architects (AIA), sent a detailed and captivating letter to AIA members. In it, Sugiyama, who is principal of Tokyo’s Quincy Studio, put forward specific ideas about how the county should rebuild, especially with regard to its school gyms, which are now sheltering many of the country’s 170,000 displaced residents. In those gyms, Sugiyama wants to add floors with radiant heat, insulation that can be removed from walls to double as bedding, and rings on walls from which ropes can be tied to hang dividing curtains. Plus, when the rebuilding does start, “architects should provide leadership and creativity in master planning of old and new communities, propose extra safety measures in buildings of different types, and promote economical and eco-friendly solutions,” Sugiyama wrote. Still, he notes that it may be a few months before architects can get involved. “Unfortunately, what we do as architects does not seem to be so urgently needed in the confusing reality of affected areas,” he wrote. (When contacted by RECORD, Sugiyama referred all questions to the letter.) While architects may not be needed anytime soon, other hurdles may greet them down the line. Currently, it’s not permissible for foreign architects to perform even basic surveys in Japan without being licensed. Still, that has not stopped Seattle-based architect Rachel Minnery from wanting to take action. Minnery chairs the AIA’s disaster assistance task force, which was created after Hurricanes Katrina and Rita devastated Louisiana in 2005. The group encourages architects to undergo Federal Emergency Management Agency (FEMA) training to learn how to properly assess building damage. Ideally, any volunteers for Japan would come from the ranks of the 1,000 or so U.S. architects who have been trained through the FEMA program. So far, none has been deployed to Japan because no government agency or charity there has issued any specific calls for help from designers, says Minnery.

Residential Address Presents a Challenge for Architects

These started to sell the idea of apartments to the English upper classes, who had always associated such arrangements with either poor people or, worse, continental foreigners. Indeed, for inspiration, Shaw visited Paris in 1879, bringing back the city's ideas about communal areas - grand lobbies and graduated staircases - and mixing them in his design with apartments more like a traditional London town house. This allowed the familiarity of split- level living, but it was still a fairly radical proposition, and the developer opted to build it in stages. The mansions as a whole are composed of three separate blocks, each in plan centred on a light well and two staircases: one large and open for the residents: the other small and hidden for the servants. Essentially, what RSH has done is to invert this plan and to scale it up. Instead of designing long facades hiding light-voids and stairwells, the practice has created four separate 'pavilions', the floorplates of which flare in plan to maximise apartments' floor areas and park views. The vertical circulation has been displaced into five glazed cores, connected up at ground level with a gently curving spine corridor. There are two residential and three service passages, all treated identically in proportion and detail (how about that for socialist principles?), but mirrored in plan so that the goods lifts face the local rag-trade and the residents the park. Although RSH is au fait with the process of inverting a diagram - they practically invented this concept with the Centre Pompidou and the Lloyd's building - it was less comfortable with scaling up a model. As Stirk admits, 'We didn't know how to fill in the planning drawings with these apartment sizes: we even scaled the beds up.' And it wasn't simply the extremities of scale that proved challenging, but the breadth of the shifts required to achieve them. Apartments range from a generous one-bedroom flat, all the way up to 27,000 square foot,' says Stirk. 'That's bigger than our office - what residential morphology can you think of that would deal with that?' The closest real precedent is, of course, an office itself, and in their sheer size and adaptability, the large floors and sparse structure are indeed like parts of an office. Where the architect begins to rebuff the comparison lies in the property's details. 'There are bedrooms twice the size of the house I live in: that's not a punched hole for a window,' Stirk strikes back. 'No one bedroom is the same size and we needed the verticality of the facade to allow all this fine-tuning' The pavilions are of course glazed floor to ceiling, but this is wrapped in a veil of bronze privacy screens, which funnel views towards the park and, as the widening of apartments toward the cores forces an almost neighbourly proximity, hide the super rich from each other. 'Rather than doing slick glazing, which in big residential projects is a nightmare since you can't control what blinds people will have, you've got to create something robust enough to allow people to be exuberant in terms of what they want to be,' says Stirk. In taking this view, he touches on the project's crucial dilemma - that between fantasy and rationality. This duality is no more clearly expressed than in the building's relationship with the adjacent luxury hotel, the Mandarin Oriental, an Edwardian version of a French chateau, with two floors wedged between each band of stone, coursing in an attempt to make the building's proportions hold. Even though the context is dotted with a number of more high- rise buildings, RSH has set out their project's massing using the Mandarin eaves line and attempted to strike a companionable dialogue by picking up the strong horizontals every two floors. In mediating the relationship between the building and the street, the practice has created a couple of gardens that will give access to the three ground-floor shops. This green space is more than most private apartment blocks offer, while also giving glimpses of the park skyline through the glass cores. On the one hand, the project is looking to placate the planners and the public, whereas on the other - well, the other hand must tease and titillate the fantasies of the billionaires. These fantasies, as the interior reveals, can be pretty extreme and disquieting. If at one time hotels mimicked stately homes so that rich people felt comfortable in them, now the international super rich demand their apartments look and feel like hotels. The Candy brothers clearly understand and cater for this shift. Alongside the constant availability of room service via an underground passage, their intent is confirmed through their fit- out's five-star friskiness. Once you cross the threshold, you enter a world where reality feels familiar hut strangely filtered. The scene calls to mind Sigmund Freud canoodling Rocce Forte, shot by Robert Mapplethorpe. At first you arrive in a double-height hotel lobby, with copious staff yet no other guests. You see a 'library' that does not appear to have any books; a grand piano playing without a pianist. Then a schism emerges. Candy & Candy produced the interiors with RSH only doing shell and core, and nowhere is that put to more deranging effect than in the spine corridor, which abruptly alternates between detailed high-tech transparency and the frothy cappuccino of polished plaster - from the start of the curving route, it looks like this small schizophrenic episode might go on forever. Inside the enclosure of the show flat - which amazingly covers the entire floorplate - the Candy treatment is on a surer footing, and it is this that Stirk credits with the scale of the record sales figures. 'When you walk into one of those apartments that hasn't been finished by [Candy & Candy] you look at it and think, it's really nice, but would it command the sales figures they're talking about?' he says. 'But when you walk into one where they've positioned everything, you think it probably would. The whole way this thing is secretly guarded. We don't know one person who's bought one.'

Aesthetics And SOM's New Metra Station

Austerity-minded Metra officials stripped the design of its chief visual flourish, an elegant stainless steel railing. In the process, they destroyed the possibility that the station, which serves Metra's Rock Island District Line and was built using $6.8 million in federal stimulus funds, would match the design standards set by public works built during the Great Depression. At least the station does the urban design basics right. Conveniently located on the north side of 35th Street, it lets IIT students get from the station to their campus without having to cross the heavily trafficked artery. It's also easy to walk from the station to nearby CTA Red and Green line stops, which also are on the north side of 35th. Open since Sunday, the station has already changed the routines of people like Arlanda Seifer-Woods, who used to drive from her home in Beverly to her job at the Chicago Police Headquarters at 3510 S. Michigan Ave. Now she takes the train and even gets in a little exercise on her way to and from work. "A lifesaver," she calls the station, which can be counted upon to take more cars off the roads, reducing energy usage and pollution. Yet such environmental benefits cannot mask the station's failure to achieve an economical but elegant synthesis of form and function. True, basic functional needs have been addressed. The concrete stairs and ramps leading to the platforms appear wide enough to handle large crowds before and after Sox games. The ramps are heated, which should prevent them from turning dangerously icy come winter. And the warming shelters on the platforms will provide a respite from the cold and wind, though I suspect they won't be big enough to protect hundreds of Sox fans waiting for a train during a postgame summer rainstorm. At least the platforms have big plaza-like areas that will prevent overcrowding. Unfortunately, these individual elements don't add up to the aesthetic whole envisioned by Skidmore's chief designer, Ross Wimer. His intelligent concept was to celebrate the movement of people through the station, most notably in a series of stainless steel railings and pickets that would have layered a sense of fluidity and reflectivity on the station's static, stolid concrete walls. This was the project's big move, and everything depended on it. So Metra's decision to replace the stainless steel with its typical and mundane steel railing dealt the design a brutal blow. When you approach the station, it looks awfully grim, a mass of concrete relieved only by clunky black railings. Only the warming shelters, with their precisely detailed, highly transparent steel and glass, retain Skidmore's original design intent. How did this happen? Skidmore claims its railing design was within Metra's budget, while Metra counterclaims that the projected costs of carrying out Skidmore's overall design was more than 75 percent over budget. But the real issue is as much about control as cost. The architects were hired only to prepare a design; contractors then took over. When Metra and its contractors determined the project was over budget, they never consulted the architects, both sides agree. In fact, Wimer said, Skidmore only found out about the change after the substitute railing was installed. Metra's explanation for the change is murky. Spokeswoman Judy Pardonnet said that the agency and its contractor made the railings change to save $900,000 and keep the project on budget. She also suggested that the railings never had a chance: "Even if we had the money to pay for the stainless steel railings," she said, "we wouldn't spend it. We don't do (stainless steel railings) anywhere else." Within the construction industry, this type of cost-cutting goes by the name of "value engineering." To its proponents, it is a way of eliminating frills. But in this case, it engineered the aesthetic value right out of the station. Why bother hiring distinguished architects if you're going to undercut their design? Why accept a design you don't really intend to build? If this $11.7 million station were located anywhere other than 35th Street, just east of the Dan Ryan Expressway, its faults might be overlooked. But the station forms a gateway to the Illinois Institute of Technology, which is stocked with temples of steel and glass by master modernist Ludwig Mies van der Rohe. Erecting a mediocre piece of urban infrastructure alongside such a campus is like showing up at a Chicago Symphony Orchestra concert and playing a kazoo. It didn't have to be this way. The Chicago office of Skidmore, Owings & Merrill came up with a promising design for the station, one that justified the demolition of a Mies-designed brick hut that reportedly served as the entrance to an underground testing facility for explosives during the Cold War.

Revitalize Baltimore's Downtown

That is just one of several suggestions from the nonprofit, which seeks to promote and revitalize Baltimore's central business district. With the commercial vacancy rate downtown about 19 percent - and with plans for office districts on its periphery raising fears that even more commerce could be siphoned off - the Downtown Partnership's new strategic plan recommends several steps to keep downtown from stagnating further. Among them: The city should create a Tax Increment Finance, or TIF, district in the oldest parts of downtown to pay for capital improvements and encourage new development. City leaders should condemn and acquire certain vacant properties when owners let them fall into disrepair, and should set time limits for developers to move ahead with renovation of properties awarded to them by the city. The group says aging infrastructure must be updated, even though governments are facing drastic budget shortfalls. Moreover, "cash-strapped governments are looking for new income from downtown in the form of new fees and regulations that could choke future growth." Kirby Fowler, executive director of the partnership, said the strategic plan represents the culmination of two years of work by members of the group and other downtown interests in consultation with Tom Murphy, former mayor of Pittsburgh. Fowler said he hopes the plan will impart a "sense of urgency" and serve as a guide for improving downtown areas that have fallen into disuse as the city seeks to emerge from the recessionary climate of the past several years. "This is a call to action," he said. "We're asking property owners to do a little more. The recession gave us an opportunity to regroup and focus on some of our critical challenges and opportunities, and we are going to focus on those." Fowler said the plan encourages the continuation of a trend that has taken hold in recent years: the repositioning of downtown as a mixture of office space and housing - making it more than a place to work. He said new housing has made the downtown area more lively after dark and on weekends, and has helped support stores and cultural destinations. One of the weakest sections of downtown is bounded roughly by Fayette, South, Lombard and Howard streets, Fowler said. The plan recommends creating a TIF district there to help pay for public improvements that would make the heart of downtown more attractive to prospective office tenants and residents. The strategic plan identifies 23 buildings or properties that it considers underutilized and in need of attention. Among the properties are 10 Light St. (the Bank of America building), 2 Hopkins Plaza (the PNC Bank building), 114 E. Lexington St. (the former Provident Bank headquarters) and 414 Light St., the former McCormick & Co. spice factory lot. The plan suggests that property owners consider converting some office buildings to residences to take advantage of the demand for housing downtown. Even though most apartment buildings downtown are full or nearly full, Fowler noted, no new residential projects are under construction. "Downtown's top priority should be continuing its rapid residential growth," the strategic plan says. "Currently, there is not enough rental housing to meet the growing demand." Another problem, Fowler said, is the phenomenon of companies maintaining long-term leases for entire floors of buildings but not having any staff members in them because the workers have been laid off or relocated. At 10 Light St., Bank of America has a master lease but does not occupy all of the space it controls. Even though landlords might not suffer because they are receiving rent, the empty floors represent a missed opportunity because they do not contain people who could patronize stores and restaurants downtown, Fowler said. Fowler said downtown also suffers when rows of smaller buildings are left vacant by owners and then deteriorate. One such stretch, according to the plan, is the south side of the 100 block of E. Baltimore St., where a row of commercial buildings has stood vacant for years while the owner markets the site for a high rise that has not materialized. The report recommends that the city step in and acquire the buildings if the owner does not do anything within a certain time. Other recommendations include: * Encourage the city to move faster to sell surplus properties. "City-owned properties are underutilized assets. Deadlines should be set for the city to improve, lease or sell its empty buildings. Redevelopment of key city projects - the Superblock, Lexington Market and a new arena - must be a near-term priority." * Halt incentives for new downtown hotels. "Hotel space that is currently in development should be finished as soon as possible, but there should be no incentives for new hotel construction until overall occupancy improves." * Add retail space. "Destination retail, especially at street level, should be encouraged by property owners - even if it means giving away space. Retail is a critical amenity for office tenants and the growing residential base. Empty space does no good for the property owner or the community." * Designate more landmarks. "Many of downtown's oldest and most significant structures are vulnerable because they have not been landmarked. The list of these properties is generally agreed upon, so there should be no impediment to landmarking them as soon as possible, before they become targeted for development." * Discourage parking lots. "Surface parking lots should be discouraged through the possible imposition of fees that could be refunded to the property owner once the site is developed." * Create open space. A companion report released earlier this year, the Open Space Plan for Downtown Baltimore, identifies areas where the city could create public parks and other open space with the help of TIF funds, and the strategic plan urges that it be adopted.

Wrecking Ball to Swing on Given Institute

There were several failed attempts to save the building. Last fall, Aspen city council members rejected a proposal that would have allowed voters to decide whether the city should buy the Given for $15 million. Around the same time, an anonymous developer proposed building three spec homes on the property and selling the Given building to the city for $3.75 million. But the developer backed out after city officials rejected the plan in part because it would have destroyed too many trees on the property. When You Went AwayThat’s when neighbor Jonathan Lewis came forward with an offer. Initially, he proposed dismantling sections of the Given building, keeping the façade while turning other portions into apartments and a studio. “We weren’t happy with that,” Guthrie says. “It wasn’t really historic preservation.”
Lewis came back with a revised plan that would have kept more of the building intact for reuse as a residence, but after failing to reach an agreement with the city, he decided to demolish the Given. Despite this outcome, Lewis still sees himself as a good neighbor who was able “to step in and protect the property from overdevelopment.” His brother may build a new home on the site, he says. Weese, who died in 1998, designed the Washington, D.C., Metro system and that city’s Arena Stage, which recently underwent a major renovation. He bought a house in Aspen in 1968 and lived there part-time.

Construction associations praise

“The infrastructure dollars are still a commitment to infrastructure spending and an indicator of not taking the foot off the gas pedal,” said Clive Thurston, Ontario General Contractors Association (OGCA) president. “The three-year allocation is in line with what we were looking for.” The 2011 budget also confirmed $30 million over three years in funding for community demonstration programs, municipal water sustainability planning and support for education and public awareness of water conservation. The Ontario Sewer and Watermain Construction Association (OSWCA) said this focus on sustainability planning is crucial for the province’s future linear infrastructure. “We hope that it encourages municipalities to look at their sustainability plans and go to a full-cost pricing model,” said Joe Accardi, OSWCA executive director. “Hopefully that will result in increased funds and planning to improve infrastructure and system efficiencies. We also are anxiously waiting to see what the province will have in its 10-year infrastructure plan.” The Residential and Civil Construction Alliance of Ontario (RCCAO) said the funding to improve water conservation in small municipalities will be helpful to raise awareness. However, more needs to be done in developing regulations for the Water Opportunities and Water Conservation Act passed last November. “A lack of action on this legislation will have a detrimental impact on encouraging all municipalities to bring forward full-cost pricing and advanced metering in order to sustain Ontario’s water and wastewater systems,” stated Andy Manahan, RCCAO executive director. “We do applaud the province on its continued recognition of the value of infrastructure investment.” OSWCA also feels that regulations are key to moving the act forward so municipalities can start to control and improve asset efficiencies. The 2011 provincial budget earmarked — including transfers for capital purposes and repairs — $2.4 billion for transit capital infrastructure, $2.1 billion for provincial highways, $325 million for municipal and local infrastructure and $288 million for water/environment infrastructure.

The machines are now being retrofitted in South Carolina and California. That will allow them to spray water instead of concrete on the nuclear reactors, said Kelly Blickle, a spokeswoman at Putzmeister America Inc. in Wisconsin. The German firm manufactured the equipment. Initially, the machines would be used to shoot water on the reactor, Blickle says. But if a decision is made to encase a reactor in concrete — similar to a method used in the 1986 Chornobyl disaster — the machines would be capable of doing that as well, Blickle said. The firm used its machines to entomb the Chornobyl site in concrete, and Blickle says it already has some equipment helping to shoot water at the site of the Japanese disaster. However, those pumps are not as large as the two being prepared to be shipped to Japan in April. Each one weighs about 190,000 pounds (86,000 kilograms), and their booms can reach 227 feet (69 metres) — farther than any of the booms now being used to spray water on the Japanese reactors, Blickle says. “They will be able to direct the water to the source of the highest radiation,” says Jerry Ashmore, president of Ashmore Concrete Contractors Inc. of Augusta, Ga. Ashmore’s company has used one of the two machines at the federal government’s Savannah River site along the Georgia-South Carolina border. The plan is to load both of them onto airplanesfor April 9 flights to Japan. The dates are tentative, and some logistics must still be worked out. “We’re trying to get the permits necessary to move them over the state of Georgia roads to Atlanta,” Ashmore said. They are to be flown to Japan in two Russian Antonov AN-225 Mriya Super Heavy Transport planes, the world’s largest aircraft, Blickle said. She said the company will also send technicians who can train operators on using the pumps. Tokyo Electric Power Co. spokesman Hajime Motojuku said the company, which runs the troubled plant, asked for the giant U.S. pumps. He did not give further details. The situation in Japan is different than in Chornobyl, where concrete was used to encase the facility, said Edward Morse, professor of nuclear engineering at the University of California, Berkeley. “This is not a Hail Mary Chornobyl where they’re going to start slopping concrete all over everything,” Morse said.

The corporation has told a security firm to deny all access to the site. “What is most alarming is that much of the failure in the concrete crawl space walls has occurred after residents were evacuated,” said Penner. “The stability of the concrete structures will deteriorate dramatically, as the spring thaw commences.” Fencing was put in place around seven condominium buildings and warning signs were prepared. About 300 people were evacuated from the 168-unit complex March 11, after a structural engineering report detailed problems with the foundation.
Residents were given 10 minutes to gather belongings before they had to leave. A remediation team of engineering and construction experts was appointed by the condo board to examine the extent of the building’s structural problems and determine if the building could be fixed. The team’s report said parts of the buildings could shift and cause a gas line break, leading to a fire. It also found evidence of roofs starting to fail, as well as significant code violations regarding fire safety and geo-technical problems. It’s unclear if the company will tear the buildings down or if the Regional Municipality of Wood Buffalo (RMWB) will order them to be demolished. The remediation team included eight specialists, including Terry Hodgson (project manager), Koralta Construction (construction manager), Peter Senez (fire safety and code review), SCL Engineering Ltd. (mechanical engineering), Shelby Engineering Ltd. (geotechnical) and Wade Engineering Ltd. (building envelope and roofing), as well as a an electrician, hydrologist and structural engineer. A report by Gord Hunter of Shelby Engineering Ltd. found the fill materials used were substandard and all foundations, both interior and exterior, need extensive remediation. According to Penner, this was due to the building inspector waiving the certification required by a professional geo-technical engineer. After signing liability waivers, residents were given time on March 16 to retrieve their personal belongings. Regional officials made contact with 320 affected residents to determine if they require short-term assistance. Of the 168 affected units, 115 were occupied by tenants and 52 were occupied by owners. Some of the apartment owners are facing bankruptcy as they continue to make mortgage payments for homes they can’t live in.

Heat and Water Meter

A Hot Water Meter - This measures the flow of liquid in the pipework. The meter would have a pulse output connected to the heat integrator or calculator. Thermocouples - Two Thermocouples would be used. One in the flow leg of the pipework measuring the hot water entering the loop. The other thermocouple would be in the return leg of the pipework measuring the temperature of the water after it had been through the loop of pipework being monitored. A Heat Integrator - This device calculates the amount of kWh consumed by the loop of pipework by measuring the flow of liquid in the pipe and measuring the temperature in the flow and return leg of the pipework. The unit then integrates these values to come up with a kWh reading for the consumed energy in heating the loop. Heat Integrators usually have an electronic display to show the kWh reading. This may be battery, low voltage or mains driven. In addition the heat meter calculator may also have a pulse output which could be connected to a building management system or energy management system. It would also be possible to get heat meters with either MODBUS or M-BUS communications to enable intelligent connections to remote systems. Cold Water Meter - Cold Water Flow Meters are available from our on line shop in various types including single jet, multi jet, ultrasonic, screwed connection and Woltmann Flange fitted. Our cold water meters will operate on pipe work with a liquid temperature of up to 30°C. Most of the meters we supply are of the dry dial type with anti mist displays so that the reading can always be read. British architects have become political and cultural punch-bags, and the Budget's "radically relaxed" planning rules in Enterprise Zones will batter them even more. Ruth Reed, president of the Royal Institute of British Architects (Riba), welcomes the Chancellor's proposal with a pathos-laden hope that the new rules will "protect the essential requirements of sustainability and good design". George Osborne's "gift" to enterprise, and Ms Reed's painfully dutiful response to it, highlights the fact that the architectural profession is riven by confusion. Are architects cultured designers or glorified triage surgeons working in towns and cities lacerated by architectural collateral damage caused by political and commercial expediency, rubber-stamped by planners? Michael Gove, the Education Secretary, thinks architects are conniving bread-heads. Sir David Chipperfield, one of Britain's most culturally thoughtful architects, says the profession's rising generation of new talent has been blocked from competing for major projects. Our Government has no rigorous interest in architectural standards. And now, even the Riba is daring to suggest that the current version of homo architectus could die out by 2025.

Housing Re-alignment Bureau

The irony is that some of the private companies that provide more efficient services (at a high premium, of course) are owned by the very government employees in charge of the national service providers that have failed to perform effectively. But that is a topic for another day. Now, if the government has failed to fix pot holes – let alone construct the necessary infrastructure that would ease traffic congestion in the city like fly-over bridges, by-passes other than just the northern by-pass that has completion issues of its own, etc – then perhaps the residents need to once again take matters into their own hands and find temporary solutions that ease the congestion until either the government in power wakes up or the peasants wake up and vote for a government that that wants to provide more than just peace for its citizens and legislators to sleep. My proposal, rudimentary as it is, would be for what I will call a Housing Re-alignment Bureau. This is why. In most cases, the traffic jams in Kampala are caused by people residing in one end of the city and working in the other. So you find that people staying in Munyonyo but working in Kyambogo will contribute to the jam in Kabalagala, Nsambya, Jinja Road and Nakawa before they get to work. Ditto people who reside in Kyambogo and work in Munyonyo. Similarly, people staying in Entebbe and working in Ntinda (or vice versa) will contribute to the jam in more than major city four roads every morning before reaching their destination. In order to avoid this, therefore, how about if we have a Housing Re-alignment Bureau so that those who stay in Munyonyo but work in Kyambogo can apply to get a house in Kyambogo. It would be the central reference point for housing, so that if there is another person who stays in Kyambogo but stays in Munyonyo, then the two swap houses. That is of course assuming that the two have the same housing needs, which is not always the case. But even if people don’t have to swap houses, all landlords would be encouraged to register with the bureau so that whenever a house that matches the needs of a tenant who has applied to relocate is up for grabs, he/she is quickly notified. This, or an arrangement of a similar nature, would in my view help to save people a lot of money in travel expenses, wasted time, and help reduce traffic congestion (to some extent) in our city that sometimes just grinds to a halt during the rush hours. In any case, many of those who own cars still rent houses so providing them with an incentive to relocate to a more convenient place, at least as far as their travel to and from work is concerned, is something I believe they would welcome.

Archbishop Lwanga got it wrong on Buganda

The sermon that Dr Lwanga never gave was that had we a more prudent government, the Shs500 billion lost annually to corruption would help prop schools that once were the shining stars—and not the ruins of the former selves as we know them today. That then parents would not shun Tororo College or St. Joseph’s, Ombaci or Nyakasura School, to flood children to Kitende or Namugongo. In doing this, Lwanga would make it clear that it is not just a Buganda question that is unsolved; it is a national leadership question. Maybe then, rather than rally to a cocoon of tribe for shield, Archbishop Lwanga would rise to the national occasion and preach that we all are made under the image of God, whether Mugisu, Muganda or Sabiny. That then, rather than look for what divides man, we should see what bonds us—but remain firm in resisting those who abuse God-given tasks—like leadership of a country. To illustrate this point; he drew from the concordat arrangement between the Vatican and Italy. The impression he gave was that the Vatican is basically an independent state—right—but what he did not mention is that the Vatican’s business is purely religious. Such that when you talk of the Vatican having a security machinery—it is designed to protect the church not fight secular wars. It is why you won’t see a Vatican force in Afghanistan. But let’s get back to the question of Buganda. I was as concerned about the message as I was concerned about the messenger. As a disclaimer, the archbishop said the views were made in his private capacity as a citizen. Well, but how do you explain making these views on a global religious holiday, among people who have come to celebrate Christ’s resurrection? Obviously, there is no fooling about it; the message was designed as part of a larger Easter package. Couldn’t the archbishop have waited until later; called a press conference and shared his opinions? And to his content: What has “Uganda” done so badly to “Buganda” that suddenly associating with the rest of the country is like shaking hands with a leper? Calls for secession must be deep rooted. When Biafra sought to break away from Nigeria, it was a reaction to mass slaughter of Igbos in 1966—and the quest for oil control.
